State-owned Vattenfall is reducing electricity network fees by an average of 34% starting from the middle of this year, as electricity prices have unexpectedly dropped compared to last year.
The reduction amounts to SEK 1.1 billion in revenue and applies to households and companies throughout the country.
The decision to lower fees is unexpected. Normally, decisions about electricity network fees are made in the autumn, ahead of each new year.
In the autumn of 2022, everything pointed towards electricity prices remaining high. Now, we are pleasantly surprised to see how much more electricity prices have dropped than we thought. Therefore, we want to correct this in the current year. As a result, we are now lowering prices at the mid-year point to calibrate them against actual electricity prices," said Vattenfall Eldistribution's marketing manager Cecilia Zetterström to TT.
Ellevio is considering the balance
Competitor Ellevio has not yet decided whether it is appropriate to follow Vattenfall and lower fees.
"We are currently looking at the balance between fee increases and electricity price developments and will return with a decision. If there is an imbalance, we will somehow even it out," wrote press spokesman Jesper Liveröd in an email.
Ellevio raised electricity network fees last year, according to Liveröd, to cover higher costs of purchasing electricity to cover network losses. However, he states that Ellevio's electricity network fees are slightly below average in Sweden and that revenues "exclusively covered critical infrastructure".
"We have not paid out profits since 2018 - everything has been reinvested in Swedish electricity networks," he added.
According to Zetterström, Vattenfall refrained from increasing fees last year.
"In recent years, we have either kept prices (electricity network fees) unchanged or lowered them," she said.
Last autumn, we did not have a price increase, but rather, the rates remained unchanged and in certain parts of the country, prices decreased, she adds.
"A temporary decrease."
According to Vattenfall, the network fee reduction will be between 700 and 2,100 kronor for a villa customer and approximately 300 kronor for an apartment customer during the period.
The reduction applies to the period of July to December and is motivated by an unexpectedly low electricity price and lower costs in the regional and transmission network than expected during the winter, according to Vattenfall.
This is a temporary decrease. It applies to the current year. It is too early to say what the price path will be for future years. That is a decision we make in the autumn, says Zetterström.
The local network fee that is now being reduced accounts for approximately half of the revenue for Vattenfall Eldistribution AB - a part of the state-owned energy giant Vattenfall. The reduction currently being made corresponds to 17 percent of the company's revenue for local network fees for the full year 2023, according to Zetterström.
That corresponds to 1.1 billion kronor in revenue per year, she says.

Hösten 2022 pekade allt mot att elpriserna skulle fortsätta vara höga. Nu har vi glädjande sett hur elpriserna har sjunkit mycket mer än vad vi trodde. Då vill vi korrigera det i innevarande år. Därmed sänker vi priserna nu, i halvårsskiftet, för att kalibrera mot faktiska elpriser, säger Vattenfall Eldistributions marknadschef Cecilia Zetterström till TT.
Ellevio tittar på balansen
Konkurrenten Ellevio har ännu inte beslutat om det är aktuellt att ta rygg på Vattenfall och sänka avgiften.
"Vi håller på att titta på hur balansen ser ut mellan avgiftshöjningarna och elprisutvecklingen och får återkomma. Om det finns en obalans kommer vi att jämna ut den på något sätt", skriver presschefen Jesper Liveröd i ett mejl.
Ellevio höjde elnätsavgiften i fjol, enligt Liveröd för att täcka högre kostnader för att köpa in el som täcker upp nätförluster. Han uppger dock att Ellevios elnätsavgifter ligger strax under medel i Sverige och att intäkterna "uteslutande handlat om att bekosta samhällskritisk infrastruktur".
"Vi har inte betalat ut vinst sedan 2018 – allt har återinvesterats i svenska elnät", tillägger han.
Vattenfall avstod från att höja avgiften i fjol, enligt Zetterström.
De senaste åren har vi antingen låtit priserna (elnätsavgifterna) ligga oförändrade eller sänkt priserna, säger hon.
I höstas hade vi ingen höjning, utan en oförändrad nivå och i delar av landet en sänkning av priserna, tillägger hon.
"En tillfällig sänkning".
Vattenfalls nätavgiftssänkning blir mellan 700 och 2 100 kronor för en villakund och omkring 300 kronor för en lägenhetskund under perioden, enligt Vattenfall.
Sänkningen gäller perioden juli-december och motiveras av ett oväntat lågt elpris och lägre kostnader i region- och stamnät än väntat under vintern, enligt Vattenfall.
Det här är en tillfällig sänkning. Den handlar om innevarande år. Det är för tidigt att säga hur prisbanan kommer att bli för kommande år. Det är ett beslut som vi fattar under hösten, säger Zetterström.
Den lokala nätavgift som nu ska sänkas står för ungefär hälften av intäkterna för Vattenfall Eldistribution AB – en del av den statliga energijätten Vattenfall. Den sänkning som nu görs motsvarar i sin tur 17 procent av bolagets intäkter för lokalnätsavgifter på helåret 2023, enligt Zetterström.
Det motsvarar 1,1 miljard kronor i intäkter på året, säger hon.
