After February 1, it is no longer possible to replenish unregistered pre-paid cards for mobile phones or mobile broadband, following the entry into force of new rules on the registration of pre-paid services last August.

The operator must now register the subscriber's name, postal address and social security number in order for the cash card to be sold and refilled.

Majority of data subjects

During the first half of 2022, approximately 677,000 active prepaid cards were held by the operator Hi3G (Three and Raspberry), according to the Swedish Post and Telecom Agency's statistics. Telia held around 420,000 active cards during the same period.

"An absolute number I am not able to share, but I can say that a majority of our customers are registered", says Roija Rafii, Press Manager at Telia.

Telenor currently has around 200,000 active prepaid cards, of which "about 2/3 are registered and 1/3 are still unregistered", says Telenor's press contact Boel Bengtsson to TT via email.

Tele 2, which offers prepaid cards through its subsidiary Comviq, reported in its latest quarterly report 99,000 active prepaid cards. A majority is currently registered, according to Karolina Wittgren, product manager at Comviq.

A total of 100 000 prepaid cards may therefore still need to be registered with the largest operators.

Register to restock

If you have a bank ID, you can register on your telephone operator's website.

If you do not have a bank ID, you can register with a valid ID from Comviq's reseller, according to Karolina Wittgren.

Approximately the same procedure applies at Telia, Raspberry and Telenor. Telenor customers can also register online with photo ID through a special verification service.

The person with a protected identity may, after registration, still have a secret number, according to the operators.

"If you do not have a Swedish social security number, you can either go to the website and use our digital solution there to register, or you go to one of our dealers", says Wittgren.

"In the same way it works if you have protected identity, she adds."

The money's still there.

The money on your prepaid card will not be lost, even if you do not register before February.

But to charge more money, registration is required.

"Our customers will of course have the opportunity to use the content they have loaded onto the card since before. However, they will not be able to recharge with new content after the law has entered into force", says Roija Rafii at Telia.

"To ensure that our customers have an adequate service, we urge our customers to register in the best time possible", says Karolina Wittgren at Telia.

Crime-fighting purpose

The aim of the new rules on anonymous prepaid cards is to make secret communication between criminals more difficult and to make it easier for the police.

For example, the police need to be able to connect a person to a telephone number in order to obtain permission for secret interception.

After August, it is also not allowed to transfer a prepaid card to someone else without re-registering it.

If a prepaid card is used by someone other than the person registered on the card, the operator is now obliged to suspend the service, but this does not apply if the loan is made temporarily or to a related party.

If you have a bank ID, you can register your prepaid card with your name, address and personal identity number on the telephone operator's website.

If you are Telenor customer you can also do it with photo ID via a special verification service.

If you do not have a bank ID, you can contact the telephone operator's customer service to find out what to do. You can also register with a license in the operator's stores or at a retailer.

If you have a protected identity, you can still have a secret number, even if you register the cash card. Please contact the operator's customer service to find out what to do.
